Project Finance Manager opportunity in central government which is based in Bedford

Your new company
You will be working for a central government body based out of Bedford.

Your new role
1. Provide specialist and trusted support, challenge and advice on all financial matters to the leadership team of the role holder's allocated business areas. Contribute and provide financial leadership to all key strategic and commercial decision making and planning, budgeting and forecasting processes, to drive the long-term performance and delivery of the investment strategy.
2. Ensure financial results are clearly communicated, budgets and forecasted outcomes are reviewed and presented accurately and key issues in business performance are identified and communicated across the project, and that options are identified and plans put in place to address deviations from budget in a clear and timely manner.
3. Take responsibility for the integrity of financial controls and information, including oversight of relevant journals and reconciliations, as well as checking and challenging submissions from the business, ensuring the production and dissemination of accurate and timely financial data.
4. Facilitate the adoption of new business and finance processes and lead their roll-out Ensuring budget holders are equipped with the right education in order to achieve the financial objectives of the project.
5. Manage the annual business planning process and longer-term financial planning, using a bottom up approach. Co-ordinating those responsible for providing inputs and ensuring that all are aware of key targets, pressures and messages. Networking with Project Managers and Senior Leadership within the Directorate to ensure they are aligned to the target costs agreed.
6. Lead and ensure the costing system aligns fully to the finance system and that outputs and reports are that consistent to the Project and Directorate needs, whilst being able to reconcile and resolve any data inaccuracy appropriately when identified.
7. Review and assure balance sheet sign off schedules, that are compliable with financial standards, oversee cash forecast, provision and contingent liabilities analysis for the Directorate to provide an assured audit position.

What you'll need to succeed
Chartered qualified accountant with previous finance, governance and commercial experience.
* Project management knowledge to the equivalent of a Projects in Controlled Environments (PRINCE2) practitioner, with experience of managing discrete projects (including substantial change projects) from inception to delivery
* Understanding and working experience of managing a business planning process at a regional/area level, being able to communicate the project/directorate objectives to all those with responsibility for developing budgets, and taking responsibility for ensuring budget outputs align with company, directorate and regional targets
* Experience of working with financial systems to support the business with automation and improved utilisation of the finance IT products
